Should be able to create an activity for mobile pages accessible only in native browsers

Target should allow creating an activity in VEC for the mobile web pages which are accessible only in native browsers.

Currently, for non-responsive websites, we have to access Target within respective device browser. This makes overall Target UI bit small and difficult to access all of its pages
