Target home banner when user click a button or link of a page

HI I am trying to figure out experience targeting based on a user visited a page and clicked on a button/link.

Please let me know if this is possible.

Also,

I am trying to set this up and created  mobx in DTM but do not know where and how to call this.

Or if there is any other way to  achieve this, please let me know.
