Why Acrobat JavaScript debugger (ctrl-J) shows progress loading script under Windows 10?

I just moved my team's DEV environment from Windows 7 to Windows 10. After you preview from Designer or Acrobat/Reader,  I noticed that when you open the debugger (Ctrl-J), there is a progress bar for loading the script, and it will take about 20 seconds to complete. This was not the case under Windows 7.

 

This is consistent across all the developers' PCs.

 

Any idea of how to turn off the loading of the script when you open the Debugger?

I figured out ... just turn off and then back on the option highlighted in the snapshot below ...
