When I try to purchase a product as a Educator the cart page does not work



I have created an account and verified my email address and trying to purchase Adobe Premier Elements and cannot do so.  The check out button does not respond. I suspect there is an error with the web page.  I called Adobe and I was routed to at least 3 persons who could not help me unless I paid full price not like the web page indicated.  The last person was kind of rude so I decided to quit my quest.  Has anyone had this kind of issues today 3/10/16
