What is the process for creating a dynamic XFA fillable form?

The new form that I created from a blank screen behaves differently on the system I support from other forms that I author by opening an existing PDF in LiveCycle. Creating from scratch does not allow me the option to 'create an Interactive form with flowable layout'.  The settings default to a Static form which I then cannot upload it as fillable.  Does anyone have any suggestions?

You are creating an interactive form but the flowable layout comes from how you design the form (having flowed subforms) and then saving the form as a dynamic PDF instead of a static one.
