webcamPublisher flush or rest transmit buffer

Is there a way to flush or reset the transmit buffer of the webcamPublisher, without stopping and restarting publishing?

I ask because when I lower the bandwidth between to clients, I now automatically lower my settings to send less video data / second.  The only problem is there is now a huge delay as webcamPublisher or the underlying netstream tries to send all that high bandwidth data from before.

Stopping and restarting the webcamPublisher seems to fix that problem, but the downside is the user sees the video stream disappear.  So I was just wondering if there was a cleaner way.

Interesting case - does pausing the stream for a little bit help clear the

buffer (and should at least keep an image of the publisher on screen - not

great but better than disappearing altogether)?
