Perhaps what you are talking about is a Master Page. When you open Livecycle you should see 4 tabs at the top of the actual page: Design View, Master Pages, XML Sourve and Preview PDF. The Design View is of course what we are all familar with and that is where you design forms. The Master Page is a page that is recreated on every single page that you make. So what you would do is place your element, such as a header, on the Master Page and then each page that you create will have that same header. Then as the user moves through the pages that section would appear to be static.
