Subforms change order when pagination occurs

When adding rows to the account information table, it work until a full page of rows accumulates. When another line is added, the AcctInfo.Title and AcctInfo.AcctInfoHdr subforms move from the top fo the AcctInfo to the bottom. How do I prevent this and keep these subforms at the top?
