How do I upload a PDF file to this forum? I see ways to post links, upload images, etc., but not PDF files.

Files cannot be uploaded directly to the forums.

You can use a file sharing service like Acrobat.com (you can use this service for free with your Adobe ID) and the post a link in your thread.
