Ok for that you would need to have the signature blocks in a flowed subform as well. Your Subform1 in Section 2 is set to Positioned so it's going to stay in one piece.
You'll need to wrap each signature block in a positioned subform so the signature block stays whole when Section 2 breaks across the page. You'll need to size the positioned subforms to the amount of space you want around each signature block and then when you've got them all wrapped set your Subform1 to Flowed and Allow Page Breaks.
At which point you could actually put all that stuff in your first flowed subform and just let everything flow as one subform.
Just as a note, should you be doing any scripting, it's a good idea to name your subforms. Makes things much easier.
