Problem with a centered table

I have been pulling my hair out on this one. I created a table in LCD ES4 with form properties set to Acrobat target version 9 my table aligns properly when expanded. See below:

However when I change the Target version to Acrobat 10 or greater the table does not align properly. I have tried everything. See below:

Is this a bug or is there a setting I am somehow missing??
