My Forms aren't portable

When ever I upload it to a site it tell the downloader to get an updated version of Adobe Reader even though they have the latest version. Even forms uploaded to Adobe.com aren't readable and fillable.

If you look under File/Form Properties/Default and look at the target version that is what is determining what version needs to be used.
