LC cluster install - caching locators (TCP)

I have a customer doing a production install on a WAS cluster and I am getting a few queries around the TCP locators.

Firstly, they want details of why they are required. (My answer is just because they are caching using TCP, anything to add?)

Secondly, they are unsure when the locators need to be running.  Is it just when you start the members of the cluster, or always?

Thirdly, they want to know the UNIX user that needs to run the locators.  Does it need to be the same user that runs the WebSphere process, and if not, then what permission levels are required. (For example, do they need access to the GDS?)

Can anyone comment on these questions?

They are needed because this customer has chosen not to use UDP (which by design does not need locators).

We (eTech) usually run the lcators on the same nodes as LiveCycle.

In our case, the user that runs the locator was also the one that ran WebSphere.  But I don't think it has to be that way.  No, the user that runs the TCP locator do not need any access to the GDS.
