Is necessary LC server needed to be up all the time?

After deployment is successfully I don't need to do any more work on Configruation Manager.  Is it necessary that LC server must be up all the time?  It seems to me that everything is deployed to the application server, the end user still able to request form/data from the webserver even LC server is donw.

LiveCycle runs inside a container(J2EE application server) in the form of EARs that are deployed on the J2EE Application Server(JBoss, Websphere,Weblogic) being used.As long as the Application Server is running the LiveCycle services be available. If application server is down and end users can request form/data, then it could be due to browser caching .

P.S. - Configuration Manager is only used for deploying EARs, DSCs/LCAs on LiveCycle container and other configuration, after installation.
