Is it possible to create a PDF that's fillable/distributable without the Submit button showing up in Reader? (Compliance back to reader 9 is required.)

We are trying to create a PDF to distribute and later gather, but would like the files to be saved and then returned later, instead of using the Submit button.  Every time we make a form Distributable or Fillable, we see that Submit button pop up :\

Compliance back to reader 9 is required for this need, so we can't rely on Reader XI's ability to do it without an extended PDF.
