Is it possible to create a dynamic form in LiveCycle ES4 and then have it access data and be accessible on an iPad using Acrobat Reader?

Dynamic forms only render on the Desktop version of Adobe Reader. You can use the AEM Forms product to convert a dynamic form to HTML5 which can render on the iPad.
