Is ES4 necessary to create PDF Forms

I am confused by the difference between ES4 and Designer 11.  I want to be able to create PDF forms.  The data entered does not need to be saved. The program will reside on a single PC.  What do I need to purchase?

All you'll need is Adobe LiveCycle Designer ES4 (11) which can be purchased right from the Adobe online store here: http://www.adobe.com/cart.html?marketSegment=COM&#addedSkus=65209045

Keep in mind that "LiveCycle" encompasses a full range of server-side products and development tools including "Designer". Unfortunately it's not included with Acrobat anymore but can be purchased alone.
