Not if you have bought the designer.

The designer used to be installed together with Acrobat. Certainly since Acrobat XI you have to buy it separatly - unless you licensed the LiveCycle-Server / AEM-Forms-Server. Then you have the designer included. Or if you use SAP - there you can also have a designer.
