I want to create a dynamically-generated form that would reside on an intranet and when I go to pull up that form, it will come from a server but will not pull data from a backend database. How can I achieve this?

If your form is not going to be prepopulated in any way, then you can host it anywhere (network share, intranet, internet,etc.). Create your form in LiveCycle Designer and save it to the location you'd like it to reside.
