However, when it comes to me, it is in an XML file instead of a PDF.

Is there any way to have the item come to me as a filled out PDF instead?

Backup the original copy of your form.

Change the format to "PDF" on the "submit" button actions.

Enable Extended Usage Rights on the PDF

Save the PDF with a new name, and don't make changes to it.

Normally, Adobe Reader users can only submit PDF data formats, such as XDP, XML, FDF, XFDF. So to bypass the restriction, you need to enable Extended Usage Rights for Adobe Reader Users. Save the form immediately after Enabling Usage Rights, otherwise, any changes will cause the form to become invalid.

Now, Extended Usage Rights will allow Adobe Reader users to submit the entire "PDF".
