How to produce an input impact/performance grid?

I want to use Designer to produce an input impact/performance grid, where the user can place 1 dot pr. grid. How do I go about that???

Here is an idea........ I would start with a table of 10 rows and 10 columns then fill each cell with a button so it exactly look like the grid you have but when clicked on any button that button will get hidden giving way for circle displayed which is hidden initially. That means each grid point is loaded with hidden circle and overlaid with a button on top of that. If you only need to see one point at any given point need to have a script that makes previously hidden buttons visible when clicked on a button. Reliable solution?
