How do I handle the error "Stop! Javascript is not enabled" in Adobe LiveCycle Designer ES2 9.0

When in Design View I try to edit in the Design View and get the following message for Java content.  The preview is fine though.

Error:

Stop! Javascript is not enabled

This form requires javascript to be enabled in order to complete, save and submit the form. To proceed, please enable javascript in your browser and then reload this form.

I can't edit the Java object.  I have tried the following without any success but not sure that this is even the right solution to the problem.
