How can I get my form to force print to legal size?

I have already gone to the Master Pages tab and selected Window, Object, Master Page and set the paper size to legal. However, when I email the form for users to fill in and print, it prints on letter-size paper. I have spent the better part of two days looking for an answer, but I haven't found one yet.  Can anyone help?

In the Hierarchy select Page 1, then change the paper type to Legal.

If that is what you already tried then I do not know.

Okay, I just tested it, and I see what you are talking about.  I will take a look today and see if I can fix it.

Sorry, everything I read said it is based on the Printer settings and Adobe can not change that.

Users will have to select the paper size when prompted to print. Not the best option, but I can not see any other way right now.

I will try to look for other options and keep you posted.
