Fields in document becoming not editable after saving locally

Hi,

I have the Reader Extension, so when I my user goes in they can make changes to all of the editable fields in my PDF.  However, when they save it locally and then re-open:

1. some fields remain editable while others are now fixed
2. the data that was entered into certain fields is gone and the field is fixed

I could understand if ALL fields were not editable after saving, but not sure why the behavior is inconsistent. 

I have checked the settings on the ones that work vs. the ones that now don't and they seem to be exactly the same. 

any thoughts on what might be happening?

Difficult to diagnose without seeing the form.
