Expanding textfields

Is it possbile to have only one textfield expand? I have two textfields that are sized the same on the page. I would like to know if it is possible to have only the top field expand and the bottom field to allow for a small amount of text, but not flow to the next page.

I hope this doesn't sound too confusing!!!!

On the second one do not allow a page break on the Field tab and turn off the expand to fit on the Layout tab. The entire field may be pushed to a new page but it will not break across pages.

I already tried that but, that is not the result I am looking for. I guess there is no way of keeping the textfield on the same page?
