The problem here is that Chrome (and other browsers including Edge) have done away with the old plugin architecture and have started to display PDF with some common framework. This framework cannot deal with XFA based PDF. To display those you need Adobe Reader or Acrobat. To view them in the browser you require the old-style Reader plugin which all these browsers do not support any more (apart from IE11). And before you ask - the browser makers do not want to support a new plugin as they want to have control over the extensions of their respective browsers. So Adobe has decided to stop support of the plugin and will not create new extensions or plugins or whatever they are called in the new browsers.

To view your file download it and open it outside the browser in Adobe Reader/Acrobat. That is the only way I am afraid.
