When users are completing my form, if they leave a mouse hovering over any of many fields in the form, this enormous tool tip comes up that blocks half of the screen. Is there a way to deactivate tool tips for an object?

Go the objects Accessibility properties and set the screen reader precedence to 'None'.

Do you know if that would deactivate all screen reader compatibility? This form needs to be 508 compliant, so I might not be able to do that.

I don't know enough (read 'very little') about 508 compliance to know if the deactivation of a tool tip for a single form object puts the form in compliance jeopardy.
The size of the tool tip scales to the size of the text. By default the tool tip contains the object caption. If you have a lengthy caption you will have a larger tooltip. Have you considered the use of custom text to reduce the size of the tool tip?
