Apply policy within Adobe Reader

Couple questions

Is it possible to apply a policy from a rights management server from within adobe reader itself?

So far I have only been able to find information on how to apply a policy via a workflow step, the api, or via the web services.  What if a user wants to directly add a policy via the application that displays that document (eg, reader)?

You can do it with Adobe Acrobat, not just Reader.

I know you indicated you want to do this in Reader, but have you considered using the AIR app (Launch Pad) which Adobe provides free with LiveCycle?  Just have the user drag and drop the file to Launch Pad.
