apply policy using a standalone application

i have a case , where i need to create a pdf with policies, but the pdf is created in a server with other kind of application (in a service over a j2ee server) and it don't have access to the LC server  (company  protocol). Can i use the Rights Management API in that application without access to the LC server?

I will need to get the policy from the LiveCycle server.

but i don't need to send data to the LC server , it's enough with getting the policy from the server

ok i tested with an app and just need the host,user and password, i don't need send other data
