API for enabling Extended Features in Reader

I want to know what product should I look to enable Extended Features  in Reader.

My business case is following:

we have old pdf files, that doesn't have Enabled Extended Features in Reader, and I need an API SDK to enable those features so that user can digitaly sign those documents in Acrobat Reader. I don't know anything about adobe products, we are integrating with EMC platform that produces those files.

We need cheapest solution for that.

Enabling those rights thru Acrobat Professional is not an option, because we need to integrate with Documentum business process, so only an api is a solution.

You will require Adobe LiveCycle ES2 Reader Extensions.  This server based product has an API that allows you to programatically apply reader extension permissions (such as digital signatures)
