How can I add a Watermark to a dynamic XML form? Do I need to do it in the designer?
I tried Document -> Watermark -> Add, on the pdf itself, but get a message that I don't have permissions.
Please help. I need it done urgently.

You have to do something in Designer.
A lot of Acrobat functions won't work with XFA forms.

Yes, I'm trying to do something in designer. I wish there was a way to :
1) rotate the text
2) set the opacity of the text
Please help if you know how to do either of the above.

Designers capabilities are limited.
Rotating text is only possible in 90° steps.
Opacity is not changeable.

Thank you for the clarifications, guys.
I just put some text on the content page in Designer. Too bad I wasn't able to angle it and make it less opaque.

Just use a light gray color for the text ... this approximately has the same effect.

You can also use a text field and use its caption as the watermark. That you should be abl
e to rotate at any angle using Java script.
