How to manipulate usage rights

I am trying to set up a form for my company that will allow those with Acrobat reader to import form data. From what I understand so far, I have to give these people special usage rights in order to use this function. Anyone know how??

Adding usage rights to a PDF requires LiveCycle Reader Extensions, which provides a web client and a Java API to do it with.

Price is a quote based on your particular circumstances, but bear in
