Yes, it sounds like the workflow that you are trying to invoke does not have an init-form specified. This is required for email invoke. For more info please see this thread:
Thank You for answers.<br />Unfortunatelly there has to be something else wrong. I have init-form set up. Everything works well when I submit form from Form manager web page. Also user actions works, so users can reply to forms sent to them. I know this doesn't directly solve your problem, but if you're interested in an alternative way of achieving a similar result, you might want to use EmailReceiver to do the job.
is there any chance that the init-form you specified does not have a form url defined? What I mean is: Did you add an init form but not enter in a Form URL? The URL of the form should match where this form is located in the repository although it doesn't need to - it could be any unique string. This could cause the problem.
in Workflow Designer, rightclick the workflow in question, select export workflow. Then, open the xml-file you just saved in a text editor of your choice and search for formurl. Is it empty or doesn't exist?
