Can Acrobat users turn off RM policies?

We are trying to apply a simple LC Rights Managment policy (anonymous user can view, but not edit/change) to a document. Testing the document, we noticed that Acrobat users can easily turn off or change the policy (which was not the idea)! Are we doing something wrong?

When you created the policy set that includes the policy, what did you choose for the Policy Set Coordinator?

We just checked that. There is no policy set coordinator defined for that policy set. I guess we should change this?

we solved the problem with a RM security quick fix:

now the policy is working correctly with acrobat as well.
