Where can we enable the Fragment References in Content Fragment Model Editor?

Hi, Communities,

 

I saw that in the document[1] they mentioned Fragment References in Content Fragment Model[2] but I didn't see it in our local AEM 6.5.5. May I know where can I enable it? Or do we need to install some package services to do that?
