Touch UI doesn't work in debugClientLib after installing SP2

Hi all,

Steps to reproduce:

1. Create a 6.3 clean instance
2. Install SP1
3. Restart the instance
4. Check this URL http://localhost:4502/editor.html/content/we-retail/language-masters/en.html?debugClientLibs=true
5. The Touch UI doesn't Work
6. Rebuild Client Libs.
7. All Works
8. Install SP2
9. Repeat Steps 4,5 and 6
10. Touch UI doesn't works with debugClientLibs=true

I am able to see similar issue.

There could be an issue. I recommend opening ticket so this can be fixed.
