Text component

On AEM 6.4, I clicked the pencil icon to edit a text component as below:

Then, I click the full screen icon. I expected it will always show the second screen. However, sometimes it will show the first screen:

Below is the policy attached the text component:

Anyone know the reason? Thanks.

is it OOTB text component or custom developed?

I am following the tutorial - Getting Started with AEM Sites Part 4 - Developing with the Style System

I think it is a proxy text component of the AME core text component.
