Survey Component

We have a requirement of creating a Survey component for our website.

This component will allow the site visitor to fill the survey on publisher instance, this user generated content will be available on all publishers in real time.

As the reverse replication functionality is removed from the AEM 6.5 , what will be the approach to implement this functionality.

Should we use the AEM communities for this?. But we don't have any plan to develop a blogging or community site, and want this feature only in a component. Please advice.

You should prefer to store UGC outside of AEM in an external store. If not possible then use Sling content distribution to synchronize user data across publish instances.
