reference side_parsys positioning

I had a discovery item that I worked on. It was to add a reference item to the side parsys. We already have a parsys on the side of the page that contains one to many cards. My problem is that I don't see a way to set where the added side_parsys item lands. By default, the added parsys is at the top of the sidebar. Is there a way to specify that the added side_parsys is inserted after the content inherited from the parent page(s)?

The box with IoT for the title needs to be at the bottom of the other boxes on the side. The parsys that contains the other three cards that I want on tip is inherited from a parent page. The box with IoT is the reference content. I'd like the side_parsys that contains the IoT box to be after the inherited content.

What AEM development language is this written in? Are you using HTL and its writing out content from a BEAN?
