We have a requirement that we can login to author as an ADMIN role.
But for publish instance only we have read access.
What will be the best solution for this?

The Admin user should only be used for system administrators and used with care, the default password should be changed and access to it restricted. You should create users for everyone that requires admin privileges, in this way you can track who did what, otherwise it will always be "admin" as the user in your audit trails.
The same applies to Publish, keep the admin user, change the password and restrict it. Then create users with the permissions you require.

What's the use case for logging into the publish instance? Are you simply referring to a generic user logging in?

The use case is that,
admin users can only view the contents both in CRX DE light and siteadmin.

Nobody outside of a system administrator should have access to CRXDE Lite on either author or publish.
