There is no tool that will perform this site migration. To perform this use case - you need to build your AEM Site as described in this 6 part article - Getting Started with AEM Sites - WKND Tutorial
Then you build the content that is taken from the other site - images. videos, HTML, etc. Build your editable templates and components. Define the footers and headers in your site, Use the CSS from the other site and pull that into AEM.
