Mobile Apps usually serve a purpose beyond wrapping a mobile web site.
I'm not sure how many pages you'd plan to move to an App or whether you'd still want the web site navigation and UX.
Content in DPS folios are generally represented flat, so MSM use might be more challenging given you're moving from hierarchy to flat.
Mobile content runs off the device so there is some magic (ContentSync export config an handlers) to export web content to static content. The complexity of the pages (template and components involved) and how much of the content or layout you want to include/exclude in the app will impact the effort required.
So although it is possible to create new pages from existing pages the level of reuse, quantity of content and other factors specific to your case will influence the effort and resulting ROI.
You could try a small POC with your most common template/components. Create a DPS Folio, copy some of your pages into that folio and massage the new page as needed to correctly export, upload and render in DPS.
