how to enable content fragment model?

I am trying to go to Tools -> Assets -> content fragment configuration

I do not see content fragment configuration in tools -> assets.

I have checked checkbox "content fragment model", "editable templates" for site specific folder.

What is the core components version installed in AEM?

Could you try withcore.wcm.components.extension-1.0.10.zip ?

In the guide there are no explicit instructions about enabling them, please configure it to 'active' on DAM Structured Content Fragments on OSGI console
