Does AEM 6.3 Sites upgrade require an upgrade to the AEM Forms Server?

We are on AEM 6.3.3.5.  We also use AEM Forms Server on a completely separate set of servers.  When we upgrade AEM from 6.3 to 6.5, must we also upgrade AEM Forms server?  I'm not asking if it's best practice to upgrade both at the same time, because it surely would be nice to do.  We are trying to minimize the effort for Phase I of our upgrade, and deferring the upgrade of AEM Forms Server could save us time.

You can do separate upgrade as long as forms and sites instances are not taking to each other.

But if there is data sync(replication, User Sync) running between forms/Sites servers, you need to perform the upgrade at the same time. Example: if there replication from sites to forms or vice versa
