Data Layers using ContextHub and AEM in Launch

It is not clear if ContextHub creates or just reads a data layer that already exists for pages created in AEM

To make this work do we need to add ContextHub as a package in AEM or just add it as an extension in Launch?

Your videos show how we can create data elements in Launch using ContextHub but do not explain if ContextHub needs to be doing something in AEM to create the data layer.  My hope is the data layer is already being produced by AEM and we only need to add ContextHub in Launch to read/access this data.
