Anchor icon is not displaying in compact toolbar view for RTE in touch UI

Steps to reproduce:

1) Create a component with RTE

2) Go to full screen view where all the plugins are showed.

3) add content and add anchor for any of the content

4) Anchor icon will be displayed in full screen view

5) Go to compact toolbar view, here anchor icon is not getting displayed. White space is replaced with an anchor icon

How can i get an anchor icon in compact toolbar view? Is it configurable?
