What do you see in the error.log? Ideally, it takes some time as most of the bundles are restarting and there should be log statements in the error.log about the same.

If this is still an issue, share the last few lines from error.log

The message will come when bundles are still starting, as stated above try checking error/startup log and also check upgrade.log as it states errors related to upgrade.

Sometimes bundles may not start due to unsupported versions being used which needs to be updated in our pom.xml and make necessary changes in code as few methods / classes might be depreciated/ removed in newer versions of bundle/jar.

Checking error/upgrade will give us idea about the issue.

I believe that means the issue is resolved now. As I mentioned before, it takes some time for the AEM instance to respond after an CFP/SP install as most of the bundles are restarting.
