Adobe IMS Configuration non admin user

I am trying to create a new Adobe IMS configuration in AEM via a user who is part of administrator group but not the admin user. I keep getting below error

But this error is not seen for admin user. Anybody can help me figure this out?

I believe this is working-as-designed as this configuration is global to AEM and only admin user should be making a change of this level. Also, this is a one-time activity so, should not be a big issue.

Make sure that the user has read ACL tp /conf node where Cloud Configurations are saved, an example is /conf/we-retail

The user is in administrators group and has access to everything. Still it doesnt work
