‌I recently downloaded a long scrolling, responsive muse template to test out as an article to see how it plays across the different devices. I published it and converted it with the HTML article converter. It looks great and all the templated interactive features seemed to work, but the ability to tap on a non interactive area to bring up the navigation bar wasn't working, basically causing me to be stuck in the article. Did I miss something?

It sounds like the entire HTML article is treated as an interactive area in which gestures are enabled. See the last two sections in this article about handling gestures:
