How can I get the plug-ins for DPS 2015 to load with Indesign CC 2015?

I am receiving this error code and would like insight into why and how to fix it:

Before you install this, can you check whether or not you have the 'Overlays' panel in the Windows menu.

Also, if you open a document and go File > Export, do you see 'DPS Article' in the available format
